Nicodemus comes to Jesus having figured out some important things about him, and he asks for Jesus's confirmation. But Jesus seemingly keeps refusing to engage with Nicodemus's points. In truth, Jesus is trying to communicate a deeper truth: that Nicodemus can't rely on his "own best thinking" to get him through life.
